OOPS! stickers are sticker sheets that have slight misalignment in cut lines, small ink spots, stickers that are cut a little too deep or not deep enough, or have spots in foiling.  While these stickers are not perfect, they are still very much usable.  "OOPS" also includes older format and retired stickers.
